Bangladesh's Ministry of Public Administration withdrew Rajshahi Divisional Commissioner Md Yusuf Ali from his post on Tuesday night and attached him to the ministry, hours after a video of the prime minister's send-off at Rajshahi airport spread on social media.

A notification issued by the ministry said Yusuf Ali, a career civil servant serving as divisional commissioner, had been removed from his current duties and posted as an additional secretary attached to the Ministry of Public Administration. The order, issued in the public interest, took effect immediately, Bangla Tribune reported.

The order did not state why he was removed. Neither the notification nor ministry officials linked the transfer to the airport incident, and no disciplinary proceeding has been announced.

The video was filmed on Tuesday evening at Shah Makhdum Airport, where Prime Minister Tarique Rahman was being seen off at the end of a visit to Rajshahi. He had landed in the afternoon, addressed a public meeting and left the city at about 7pm, Prothom Alo reported.

In the clip, Yusuf Ali, standing among the officials lined up to bid the prime minister farewell, takes Tarique Rahman's hand and leans forward with his other arm extended, in what appears to be an attempt to embrace him. The moment appears to break the protocol line. Bangla Tribune reported that the footage circulated on Facebook and drew comment within hours.

By late Tuesday night the transfer order was out. Prothom Alo, citing sources at the divisional commissioner's office, reported that Yusuf Ali was told on Wednesday morning to report to the Ministry of Public Administration. He left his duties and drove out of Rajshahi at about 11pm on Tuesday, passing Talaimari on the city's edge, and had reached Dhaka by Wednesday morning, the paper said.

Asked about the withdrawal, State Minister for Public Administration Md Abdul Bari told Prothom Alo on Wednesday that the officer had been withdrawn for administrative reasons. "This happens all the time," he said, without elaborating. Bangla Tribune reported that no official would comment on the posting order, and that the ministry offered no explanation of whether the airport incident was the reason.

Additional Divisional Commissioner (Revenue) Md Rezaul Alam Sarkar has been given charge of the division in the meantime, according to Prothom Alo. Bangla Tribune, publishing earlier in the day, reported that no permanent replacement had been named.

Yusuf Ali took charge as Rajshahi divisional commissioner in August this year, moving from the Bangladesh Agricultural Development Corporation, where he was a member-director. As divisional commissioner he coordinated the administration of the division's eight districts, oversaw development work and was responsible for carrying out government decisions in the region.

The post is a sensitive one. Divisional commissioners are the senior-most field administration officials in their regions and are routinely on hand at the prime minister's public events, where an order of precedence governs who stands where and what form the greeting takes.

What remains unclear is whether the transfer is a punishment or a routine reshuffle. The ministry has not said whether any inquiry will be held, whether Yusuf Ali faces any disciplinary action, or when a permanent commissioner will be appointed. Yusuf Ali has not commented publicly, according to the reports reviewed.

For now he remains an officer attached to the ministry, a common arrangement for officials awaiting a new posting. Rezaul Alam Sarkar is running the division's work. Officials in Rajshahi said they had not been told what happens next.
